The Electronic Value Declaration (MVE — Manifestación de Valor Electrónica) is a mandatory process established by Rule 1.5.1 of Mexico's General Foreign Trade Rules (RGCE) 2025. Through MVE, the importer validates and electronically signs the merchandise value information before the customs broker proceeds with clearance. Unlike the COVE (signed by the broker), the MVE is signed by the importer with their own e.firma (electronic signature).
MVE becomes mandatory on October 1, 2026 (extended from December 2025). Importing companies must prepare their technology infrastructure and ensure they have a valid e.firma.
MVE represents a fundamental shift in importer responsibility: it is no longer sufficient for the customs broker to declare the value — the importer must personally validate the value information with their electronic signature. This aims to reduce undervaluation and increase shared responsibility in foreign trade operations.
