Mandatory electronic document through which the importer declares and signs the customs value of goods imported into Mexico, filed as Format E2 through VUCEM.
The Electronic Value Declaration (MVE — Manifestación de Valor Electrónica) is the official Format E2 document through which the importer declares, validates, and electronically signs the customs value of goods entering Mexico. It is filed through VUCEM (Mexico's Digital Single Window for Foreign Trade) and requires the importer's e.firma (electronic signature) — not the customs broker's.
Rule 1.5.1 of the General Foreign Trade Rules (RGCE) 2025, Format E2, Annex 1. Mandatory from June 1, 2026.
The COVE is signed by the customs broker with their VUCEM digital seal. The MVE is signed by the importer with their e.firma. They are complementary documents — both are required. The COVE is created first and the MVE references it.
