Books and educational publications enjoy duty-free status in most countries under the UNESCO Florence Agreement. For industrial paper and paperboard, classification depends on basis weight, surface finish, fiber composition, and form of presentation. Mexico is a net importer of printing and packaging paper, with duties ranging from 0% to 15%.
