The transition from manual value declarations to the electronic MVE is not just a format change — it fundamentally alters the workflow. In the old process, the importer provided value information to the customs broker on paper or via email, the broker incorporated it into the pedimento, and there was no independent verification. With the MVE, the importer directly declares the transaction value through VUCEM, signs it with their own e.firma, and the system assigns a traceable MNVA number that links to the pedimento. This creates an independent audit trail that SAT can verify automatically.
