A safeguard measure is a trade defense instrument allowing a country to temporarily restrict imports of a product when a sudden increase causes or threatens serious injury to domestic production. Unlike countervailing duties that combat unfair practices, safeguards apply to imports that are not unfair but whose volume endangers the domestic industry. They are governed by the WTO Agreement on Safeguards.
