A commercial document that substitutes for a commercial invoice when the foreign supplier does not issue a formal invoice, provided it contains the minimum required data.
An equivalent document is a commercial record that can be used instead of a commercial invoice when the foreign supplier does not issue formal invoices or when the country of origin's business practices do not include invoice issuance. It must contain the minimum data needed to determine customs value.
