An official document issued by the plant health authority of the exporting country certifying that plant products, fruits, seeds, or wood meet the phytosanitary requirements of the importing country.
A phytosanitary certificate is an official document issued by the plant health authority of the exporting country (in Mexico, SENASICA/SADER) certifying that plant-origin products have been inspected and meet the phytosanitary requirements of the importing country. It is based on the international standards of the International Plant Protection Convention (IPPC).
The phytosanitary certificate is mandatory for importing and exporting live plants, fresh fruits, vegetables, seeds, grains, flowers, wood, and unprocessed plant-origin products. Industrially processed products generally do not require it.
In Mexico, the import phytosanitary certificate is required by SENASICA and must be presented at the Agricultural Health Inspection Office (OISA) at the point of entry. For exports, Mexican exporters must obtain the certificate from SENASICA according to the destination country's requirements.
