How to Register for Mexico's MVE: Step-by-Step Guide for Importers

Before You Start: Prerequisites

Before registering for MVE filing, you need three things in place: an active RFC (Mexican tax ID), a current e.firma (FIEL) digital certificate issued by SAT, and active registration in the Padrón de Importadores. Foreign companies without a Mexican entity must work through a Mexican importer of record. If your e.firma is expired or about to expire, renew it first — the MVE cannot be signed without a valid certificate.

Step-by-Step Registration Process

• Step 1: Verify your e.firma is current. Check expiration at sat.gob.mx. If expired, schedule a renewal appointment at your nearest SAT office (allow 2-3 weeks).
• Step 2: Access VUCEM at ventanillaunica.gob.mx. Log in with your e.firma credentials (RFC + .key file + .cer file + password).
• Step 3: Navigate to the MVE module (Manifestación de Valor). This becomes available once you are logged in with a valid importer e.firma.
• Step 4: Create your first MVE. Enter the required data: supplier information, invoice details, product descriptions, transaction value, valuation method, and COVE reference number.
• Step 5: Sign the MVE with your e.firma. The system will prompt you to select your .key and .cer files and enter your password.
• Step 6: Submit and receive your MNVA number. This number must be provided to your customs broker for inclusion in the pedimento.
• Step 7: Provide the MNVA number to your customs broker before they file the pedimento.

Plan your registration well before the June 2026 deadline. The first MVE filing often takes longer than expected due to data validation issues and VUCEM system familiarity. We recommend completing at least 3-5 test filings in February or March to iron out any issues before the mandate takes effect.
