VUCEM (Ventanilla Única de Comercio Exterior Mexicano) is Mexico's electronic single-window platform for all foreign trade operations. It centralizes applications for permits, certificates, COVEs (electronic value certificates), MVEs (electronic value declarations), and other trade documents that previously required separate interactions with multiple government agencies. For customs brokers, VUCEM is the primary tool for daily operations.
VUCEM uses two types of digital seals for customs brokers. The VUCEM Seal provides full access to all VUCEM modules including COVE, permits, and the new MVE module. The COVE Seal provides access only to COVE and eDocuments — it cannot be used for MVE submissions. Both seals are generated through SAT Certifica and have specific usage types. Understanding which seal your agency holds is critical, especially with the MVE mandate starting in June 2026.
