Complementary rules are national provisions Mexico has established to supplement the six General Rules of Interpretation (GRI) of the Harmonized System. They enable country-specific criteria for tariff classification, such as determining units of measure, applying 8-digit tariff codes, and interpreting section and chapter notes in the Mexican context. They are fundamental for correct classification under Mexico's TIGIE tariff schedule.
