An estimated price (precio estimado) is a reference value published by Mexico's SAT for certain tariff codes, designed to detect and prevent undervaluation of imported goods. If the value declared in the pedimento falls below the estimated price, customs authorities may require the importer to justify the price or, failing that, proceed with precautionary seizure.
The estimated price is NOT a tax or tariff. It is a control mechanism to combat undervaluation. If the importer can prove the declared price is the actual transaction value (with invoice, contracts, bank payments), the declared value prevails.
Estimated prices are updated periodically and apply mainly to goods with high undervaluation risk such as textiles, footwear, steel, consumer electronics, and agricultural products from certain countries.

The monetary amount on which import duties are calculated, determined according to the WTO Valuation Agreement with transaction value as the primary method.
