A tariff chapter is the broadest division of the Harmonized System (HS), consisting of two digits that group goods of similar nature. There are 97 active chapters organized into 21 sections. For example, chapter 01 covers live animals, 27 covers mineral fuels, 84 covers machinery and mechanical appliances, and 87 covers motor vehicles. The chapter is the starting point for tariff classification of any merchandise.
