Step-by-step import process

Tariff classification

Clothing is classified by knit type (knitted/woven), material, gender, and garment type.

Verify rules of origin

For USMCA, the yarn forward rule applies: yarn must originate in the region.

Prepare labeling

NOM-004 requires: fiber composition, size, country of origin, care instructions, and importer data.

Check countervailing duties

Verify if garments from the country of origin have active antidumping duties.

Customs verification

Customs may verify composition, origin, and classification.

Customs clearance

Pay duties (generally high outside FTAs) and VAT.

Common duty rates

Tariffs: 25-35% for most garments outside FTAs. Under USMCA with yarn forward compliance: 0%. Additional countervailing duties for certain origins.
