The second customs inspection (segundo reconocimiento) is an additional physical inspection of goods triggered when the automated selection mechanism (traffic light system) activates a second review. It is performed by SAT-authorized examining companies, independent from the customs authority, to verify that the merchandise matches the pedimento declaration.
Although the second inspection was suspended for several years, the possibility of its activation remains in Mexico's Customs Law. It is important to verify current provisions at the time of the operation.
The second inspection serves as an additional control mechanism designed to reduce corruption and increase transparency in customs clearance by involving an independent third party in the verification of goods.
