Chapter 47

Wood pulp; recovered paper or paperboard

Chapter 47 covers mechanical or chemical wood pulp, pulp from other cellulosic fibers, and recovered paper or paperboard (waste). Mexico imports cellulose pulp from the U.S., Canada, Chile, and Brazil for its paper and packaging industries. Waste paper for recycling is also traded in large volumes.

Import notes and tips

Cellulose pulp is an industrial raw material with very low tariffs (0-5%). Waste paper for recycling may require inspection to verify it contains no hazardous waste. Elemental chlorine-bleached pulps are declining for environmental reasons.
