The Customs-Trade Partnership Against Terrorism (C-TPAT) is a voluntary public-private partnership between CBP and members of the US trade community. Launched after September 11, 2001, C-TPAT allows importers, carriers, consolidators, brokers, and manufacturers to demonstrate that their supply chain security practices meet CBP standards in exchange for trade facilitation benefits.
C-TPAT operates on a tier system. Tier 1 provides basic benefits upon acceptance. Tier 2 (achieved after a validation visit) provides enhanced benefits including the lowest examination rates and FAST lane access. Tier 3 (the highest tier) provides maximum benefits including a dedicated Supply Chain Security Specialist and the possibility of pre-clearance.
The application process involves registering in the C-TPAT portal, completing a comprehensive supply chain security profile, undergoing a CBP validation visit (typically within one year of acceptance), and maintaining compliance through annual reviews and updates. The initial security profile requires documenting security procedures across five key areas: physical security, access controls, procedural security, personnel security, and IT security.
While C-TPAT focuses on security, CBP evaluates overall compliance when assessing members. Importers with clean classification records demonstrate a commitment to trade compliance that strengthens their C-TPAT profile.
