Paper and paperboard; cellulose pulp articles

Chapter 48 covers paper and paperboard in rolls or sheets, kraft paper, corrugated board, toilet paper, diapers, towels, filters, labels, and other articles. Mexico imports printing paper, packaging board, kraft paper, and hygiene products. Mexico's paper industry is strong but does not cover all demand.
