Chapter 39 is one of the largest in the HS, covering polymers in primary forms (polyethylene, polypropylene, PVC, PET, polystyrene), resins, films, sheets, tubes, and plastic articles. Mexico imports enormous volumes of plastic resins from the U.S. for its manufacturing industry. Single-use plastics face growing restrictions.
