Actual rates depend on the specific tariff heading, country of origin, and applicable trade agreements (USMCA, EU-Mexico FTA, CPTPP, etc.).
Sugar has high out-of-quota tariffs (up to 40%) to protect the domestic industry. High-fructose corn syrup has quotas under USMCA. Confectionery must carry warning seals for high caloric and sugar content. Mexico and the U.S. have suspension agreements on sugar.
