Chapter 09
Chapter 09 covers coffee, tea, mate, and spices such as pepper, cinnamon, cloves, nutmeg, ginger, saffron, turmeric, and vanilla. Mexico produces and exports coffee but imports tea and many spices. Spices are subject to sanitary and labeling regulations. Imported coffee competes with domestic production from Veracruz, Chiapas, and Oaxaca.

Imported coffee must comply with NOM-149-SCFI and NOM-169-SCFI for roasted coffee. Spices must be free of aflatoxins and comply with sanitary standards. Some products require a phytosanitary certificate if unprocessed.
