What Is PROSEC? Mexico's Sectoral Promotion Program Explained

PROSEC (Sectoral Promotion Programs) is a trade policy instrument from Mexico's Ministry of Economy that allows manufacturers established in Mexico to import inputs, raw materials, machinery, and equipment at preferential tariff rates of 0% to 5%, regardless of the country of origin. This means even imports from countries without a free trade agreement with Mexico can benefit from reduced duties if the goods are used in production within an authorized sector. It is based on the PROSEC Decree published in the Official Gazette.

Who Qualifies for PROSEC?

PROSEC is exclusively for producers — individuals or companies that manufacture or transform goods in Mexico. It does not apply to traders who import finished products for resale. The company must demonstrate that imported inputs will be used in production processes within authorized sectors. IMMEX (maquiladora) companies can also benefit from PROSEC for definitive imports of inputs.

Enrollment Requirements

• Active RFC (tax ID) with current tax compliance.
• Enrolled in the SAT's Importer Registry (Padrón de Importadores).
• Proof of manufacturer status — documentation of production processes, facilities, and machinery.
• Identification of tariff fractions for inputs to import and corresponding PROSEC sector.
• Application filed with the Ministry of Economy (online via VUCEM).
• Valid e.firma (electronic signature).

PROSEC vs. Other Import Programs

Unlike the IMMEX program (which allows temporary imports without paying taxes), PROSEC applies to definitive imports at reduced rates. Both programs are compatible and many companies use them simultaneously. PROSEC also differs from FTA preferential tariffs because PROSEC applies regardless of country of origin — no certificate of origin is needed. This makes it especially useful for imports from countries without an FTA with Mexico, such as China, South Korea, or Taiwan.
