The Padrón de Importadores is Mexico's mandatory importers registry maintained by SAT (the Mexican tax authority). Any entity wishing to import goods into Mexico must be registered in this database before their first shipment. Without active registration, customs brokers cannot file pedimentos on your behalf, and shipments will be blocked at the border. The registry serves as Mexico's gatekeeper for legitimate commercial imports.
Registration is not a one-time event. SAT actively monitors the Padrón and can suspend importers for irregularities including address mismatches, late tax filings, or anomalies in import patterns. Common causes of suspension include failing to file monthly tax declarations on time, having your RFC flagged for unusual activity, or importing products in sectors where you lack the specific sectoral registration. Re-activation requires resolving the underlying issue and filing a formal request through SAT's portal.
Foreign companies cannot register directly in the Padrón. You must either establish a Mexican legal entity (subsidiary) or work with a registered Mexican importer of record. Many US companies use specialized trade facilitators for this purpose.
Proactive monitoring of your Padrón status is essential. Camtom's compliance tools can alert you to potential issues before they result in suspension, giving you time to correct discrepancies and avoid costly shipment delays.
